Both sides are right here. Mueller's report basically said he couldn't bring charges against a sitting president and was leaving it to Congress. Barr finessed that by leaking that there were to be no election-related conspiracy charges and letting that dominate many news cycles to drive RW media narrative of triumphalism and SFP is right that that was the dominant reception on the board. The "not exonerating for obstruction" from the report was very late coming to the public, by which time the narratives were established (and not long until counter-investigations on their way).
