How is marriage a government thing now? Oh that's right. Governments wanted to adopt the religious practice because the main purpose of marriage is to raise a family. The government and the people running it loved the idea of a larger tax base.

Initially, marriage almost certainly evolved in Neolithic communities (or earlier) to prevent conflicts over "ownership" of the women. Does it really matter much whether the relationship was sanctioned by the local chieftain or by the local shaman?
