People like Wray and Holder don't go to jail for contempt of congress. Only people like Bannon do.

You do what Democrats do. Find a friendly judge that will order Pretty Boy Wray to produce the document immediately or he is in contempt of court.
When he fails to do so, you send US Marshals to cuff and frog march his arse to appear in front of the judge and if he doesn't have the document, you have the Marshals book him.
I believe the Sergeant at Arms of the House may have the power to do this.

That Comer is just now "taking steps" to hold Wray in contempt confirms your doubts. He should have had contempt charges ready to go for last Monday's deadline.
Wray knows the GOP in Congress is all bark. We're likely to see Comer gesticulate and mouth all sorts of anger, but not actually do anything. Should they (and there's no reason they shouldn't) be able to get contempt charges passed out of committee and then the House, it should be for the maximum amount ($100k fine and 12 months in prison).
Let me be clear on this, allowing a federal agency like the FBI to flout the authority of Congress sets an incredibly dangerous precedent. This needs to be an example for other agencies who think they control what of their duties Congress has oversight.

When Eric Holder, Obama's Director of the IRS, refused to cooperate with a Congressional subpoena and was cited for contempt of Congress, nothing ever happened.
