In most places this would be looked at as an investment. Here, so much money is wasted and bribery is so rampant, that no one trusts them to actually do the right thing with it.

Example: St Bernard Hwy had a pretty bad roadbed and no real curbs so the state let a contract to repave the roads and add some curbs.

The roadway has been torn up for almost 9 months. It's half done. On the average week, you might see people working 2 days. Sometimes weeks go by with no work. There are exposed drains and manhole covers everywhere, tearing up cars.

Apparantly the company with the contract currently is working on four contracts in South Louisiana for DOTD. They have ONE crew.

Louisiana = slowest road construction on the planet

It takes longer to add a lane on I-12 than it took to build the entire intestate highway system across America

They need to clean house at DOTD and start over. One of the most corrupt organizations in the state if not country.

Every single governor keeps giving them more and more money to squander.

Like you I have to question why we are giving DOTD more money and more things to do when thry can't handle what they do now.

It would be like giving Barney Fife three bullets instead of the one.

They get audited by the federal government every year because they take federal funding.

On top of this we have the highest state sales tax in the country.

Think about that. We have CA and NY beat by 1.75% and 1.5% respectively.

So true. Have you seen how they "work"? It's usually 3 guys standing around on their phones and 1 guy with a shovel, only using it to lean on.

I saw this exact thing on Jones Creek 3 days in a row. Probably would have been 4 but I didn't go over there a 4th day in a row.

Those are private contractors on interstate. But if they don't finish within the timeframe set during bidding, then they have to either pay a penalty or reimburse state for their failure.

And Jones creek is definitely not a state project.

Right now, the DOTD is working on 16 cents set in 1986. You try working on a budget for your company set up in 1986 figures that hasn't adjusted to inflation in today's economy.

Well, seeing how the state gets audited by the Feds, it's easy to find out.

I do know the state police takes "discretionary funds" out of DOTD's budget every year.

But before people start bitching about how much goes to what it says it's going to, why don't you start by researching what, exactly, it's supposed to go to.

Do you even know that? Do you even know how DOTD funding works? What a 90/10 is?

Since you brought up sales tax for some reason:

Sales tax doesn't go towards transportation. That goes towards general.fund which funds everything else outside of transportation. The gas tax funds airports, ports, roads and bridges, levee districts


If the state would have indexed the gas tax meaning adjusted with inflation then we wouldn't be discussing an increased. It would have increased automatically. Most states do this because it's smart. We pay well below the national average. Which explains the crappy roads

Now, if you want to talk corruption:

State police took over weight enforcement so they could take from the trust fund because it's constitutionally protected. They spent the money new vehicles and not the weigh stations and cut the enforcement division. The last year DOTD had enforcement they collected over 7 million in fines. State police collected 11 thousand in fines in 2015. Corrupt. They are enforcing the load limit on LA 1 and wanted DOTD to pay for the overtime. That's their job! Shawn Wilson said no way. They just want transportation trust fund money any way they can get it.



BTW: DOTD never gets more funds.
Jindal gave State police across the board pay raises.

And many people on here defended that decision.

It's brilliant ---if you're a politician. Not so much for the working man. Sinister because it adds a new method of increasing revenue to this tax that may not be noticed at first by the public.
Sinister because it includes the ambiguous term "other factors". Just what our politicians need - another avenue of taxation with no strings attached.

The budget has grown above the inflation rate many years. Sales tax, property tax, income tax are all inflation adjusted, yet this has not stopped the manufactured shortfalls. Many people's wages and retirement in this state are not inflation adjusted.

With the size of this budget, the money IS there. It just needs to be shifted to DOTD if the people/lawmakers deem it a high enough priority.

It's not as if we had great highways in 1986 and due to lack of revenue our highways got worse, they sucked in 1986 too.
