He’s not wrong on the technical aspect of it. Sure the amendment precludes it, but even in that absurd hypothetical, there would need to be a court with jurisdiction to say so and enjoin such an order nationally.

No state Secretary of State would follow such an executive order in any real instance though either.

I haven't read the full ruling, but some who have on here said it applies to specific plaintiffs only, so each voter would have to file.
