After scanning the doc it mentions CIA Bomb Techs. Pretty sure it's CIA police meaning cops that secure the CIA campus in Quantico. Not CIA Agents. Other three letter agencies also have their own police forces that secure their campuses.

Ahh so this is precisely where a general, vague “blanket pardon” would present a problem for those who a proponents of such an idea. How do you carve out an exception for any such cases? I say it’s not feasible, not in the scenario of that “blanket pardon”.
