The phone call was made from a phone taken from a Jewish person he killed.
How did Israel get a recording of the call? Do they normally record phone calls of Israeli citizens?

If they don't, we damn sure do.

They likely picked it up from their ubiquitous wire taps. I would assume they have all of Gaza wiretapped and since the call was to a person in Gaza, it was automatically flagged by their system and recorded.
NSA does the same thing here.

Damn, you're slow. The IDF collected the devices of terrorists and victims, and that's how they got access to video and audio.

I don’t record my phone calls and keep them on my phone. Do you?
Dumbass.

I hate to break it to you but if you say it or type it on a cellular device or even say it near a targeted cellular device, it is subject to being recorded.
We used to worry about the government bugging us, now we all pay for the privilege of carrying around a microphone, speaker, camera and GPS device that can be accessed by any number of outside people/institutions at a moments notice.
In my former life, we couldn't even take our government issued cell phone out of the country. They had special ones that we took and then immediately turned in on return to the States so they could be scanned and wiped. About a quarter of them were found to be loaded with malware/surveillance programs that would get on there via WiFi or cellular download. The bad guys didn't even need to touch the phone to hack it.

I don’t recall if this is applicable here or not but check out Pegasus spyware.

Easy there calling someone a dumbass... the phone call was made via WhatsApp. While WhatsApp IS encrypted and fairly secure, there is also the option to have the app record and archive all phone calls and messages. So if they retrieved the phone after killing this sick frick, it would potentiallt be readily available.
As others have mentioned, the Israelis probably keep track of every phone call and electronic communication in Gaza so it could have been picked up from an unencrypted line on the receiver's end.

Way to crawfish on your original answer and latch on to the prevailing theory on how the recording happened.

What? I think it's most likely the recording was acquired via WhatsApp.
I also think it's very likely Israel scoops up huge amounts of phone/internet/data that goes in and out of Gaza.
