Probably the perception of acceptance of Western lifestyle.

They dabble in it, but don't want others to notice or exploit it.

I can remember being at a mall in Dhahran and walking into a music store. They were playing current American hit music on the speakers and the two guys in there were singing along and jamming. All of the sudden they see 5-7 Americans walk in and the guy runs and switches it to some Arabic music.

It's their country and not a violation of human rights. I don't see the issue with it.
