They have a succession problem.
I don’t think he’s found anyone to replace him.
It’s probably a weak bench, but he also created that problem by sidelining potential rivals.
On the other hand, in an autocratic system, powerful rivals are very dangerous. You have to crush them, before they crush you.
This a problem they’ve faced since the Tsar abdicated.

They are not, and haven't really been since 1648. Even before it was arguable that they were "stable" though some polities developed interesting methods of ruling diverse groups.
