I just skimmed the article. The headline states Russia HAS developed this weapon but in the first few lines it states:
VLADIMIR Putin says Russia is developing an "unstoppable" nuclear cruise missile which cannot be intercepted by any anti-missile system on earth.
Sounds to me that this is Putin looking for attention.
"Russia remained a nuclear power but no one wanted to listen to us," Putin, 65, told lawmakers. "Listen to us now."

Seriously though, methinks if this tech truly existed their PR people would at least dramaticize it to be consistent with the real thing, or maybe a slightly more intimidating version of the missile in the renderings. This just tells me that they have no clue what they supposedly look like because they most likely don't exist at this time. "It's ok you have no imagination Stephanov, just insert some gray cones..."
