On 2 March 1917, the Jones–Shafroth Act was signed, collectively making Puerto Ricans United States citizens without rescinding their Puerto Rican citizenship. In 1922, the U.S. Supreme court in the case of Balzac v. EDIT: the only point AOC is making is that Puerto Ricans are already Americans. So phrasing it as though Puerto Ricans are not Americans and need to be naturalized is a false perception. The are legally allowed to renounce citizen if they do choose, not the other way around.

A Puerto Rican, for the majority of legal purposes outside of voting, is as American as someone living in Wyoming. That's simply due to living in a territory.
