What I've read is gang related and they were shooting at each other.
A shooting was perpetrated near the Space Needle in Seattle that left 3 dead and 4 injured including a 2-year-old boy, with police taking two suspects into custody amid reports of mutual gunfire. Pundits are calling this a mass or active shooter - it was not.
One gang member has been tentatively identified has one of those shot in the exchange.
Radio traffic described the suspects. One was reported as an Arabic male wearing a gray shirt and light jeans. A second was described as a Black male about 20 years old, 5 feet 9 inches to 5 feet 10 inches tall, with shoulder-length dreadlocks featuring blonde tips, a jean jacket with a camera detail on the bottom, a black shirt and black pants.

Here is his report:
Seattle nightlife might be the most cooked market in America.
Went out in Cap Hill with my buddy who’s a legitimate Chad. In NYC he’s batting over .500 on infield cold approaches.
Seattle? We went 0-for-15.
Girls with face tats, dyed green hair, three piercings, smoking cigs outside the bar were rejecting him and laughing like they were Victoria’s Secret models.
At least 25% of the girls were lesbians and my friend was still trying to recruit them away from their girlfriends like he was an SEC football coach.
I’ve never seen a dating market this brutal. Seattle nightlife needs a federal investigation.
