Clinton and Obama both had a single-minded ruthlessness to see the path to the Presidency and bend that path to their favor. Intellect is definitely a necessary component of that. Hubris was the downfall of both of them.
Both Bushes and Reagan were stewards of a movement; the face of "conservatism", not its ideological champion.
I'll take your word on Carter; every time that guy talks, he's saying some stupid shite.

Bill Clinton is beyond a doubt the most "smart intellectually" POTUS we have ever had and I say this as someone who is not a fan of his politics.

I think Nixon and Clinton were the smartest/ most brilliant Presidents of the 20th Century. I’m talking savvy-street smarts, politically and raw intelligence combined. I don’t see anyone in their league.

Academically I would say Jimmy Carter. His mentor while he was in the Navy was Hyman Rickover - the Father of the Nuclear Navy. I would say JC has more brainpower in his little finger than Billy Jeff has in his entire bulbous nose or his wife's fat cankles.

Bill Clinton. In spite of the Vast Right Wing Conspiracy arrayed against him, his 8 years in office represent without question the most stable presidency within my lifetime.
He balanced the budget, presided over the burgeoning democratisation of Eastern Europe, and avoided as much as possible American troop involvement in wars overseas. He had control over America's borders and had a job approval rating consistently in the 60%+ zone, even after impeachment related to sexual impropriety.
