Issuing summons instead of arrest warrants for “white collar”, non-violent targets is the NORMAL SOP throughout DOJ.
When DOJ hit Stone with warrants or anti-abortion protestors, those were overtly political and incongruent with DOJ policies.
Ultimately, it’s up to the US Attorney in each judicial district HOWEVER, there is NO WAY in Hades Bondi was not in approval of a summons to Comey.

Thought the government really stretched it with Roger Stone. Government is stretching dental floss thin with this Comey thing as well. First you have a dispute about SOL then there is the main witness that the Government would call that is hostile.....to the government's case. No wonder Halligan did not want to indict initially.
