My memory isn't as good as it used to be so correct me if I'm wrong but.......

Wasn't this the case were the State Department secretly changed the definition of a "whistle blower" 2 weeks before he filed as a whistle blower?

The definition allowed 3rd and 4th hand hearsay as evidence? Which inevitably was later proven to be incorrect?
