You probably hit the nail on the head overall. So much of this is the result of overseas empire. Consider that the influx of immigrants in Britain today began with a government policy of importing in people to do the shite jobs. Bus drivers, sanitation workers, construction back in the late 50's. They came initially from the West Indies but then it came from West Africa and then south Asia(Indian sub continent)
At first the British thought they could control it, but it got out of hand because of........France. Go to Calais on the channel and see the massive migrant camps and the armed guards at the Chunnel and patrol boats trying to control the flow.
France has been a basket case on the immigrant front for at least the past 25-30 years. But these problems in the banelieus are different than a mere migrant problem . So many of these people are 3rd and 4th generation French citizens. The problem is the French Constitution itself and the policy of what they call laicite' which is total secularization and a founding document which forbids classification from a legal standpoint of race......everyone is French! Everyone gets treated the same. Officially the French government cannot deceminate census data.
In the US we do we collect the data about race. We complain about it, but it allows a relief valve for the government to at least make bullshite policies that placate larger minority populations......and encourage assimilation into the melting pot or as some old liberal told me once a fruit salad.
The problem in Frances is that the reality of the laicite policy actually encourages the anti- fruit sald with different bowls of the particular ingredients all presumed to be equal .
It's confusing even for the French and it causes lots of problems that Macron, Hollande, Sarkozy, Chirac, and Mitterand have all stuck their heads in the sand about.

No economists from the west wanted to help Japan but some crackpot from the US with his arcane policies, a fella named Deming. And he had this crazy idea about "continuous improvement" and the rest is history.
As far as "short history" you might want to read a little about Kamikaze, the Divine Wind, and where the belief comes from. Kublai Khan fought that "short lived" empire a 1,000 years ago.

Or, look at Rome. Migrants from the east overrunning the Western Empire had profound changes for Rome even before Valentinius was killed in 476....even during the time of Marcus Aurelius. You have empire with all different types, you have to accept some sort of responsibility for the problems that come along with it. A Syrian is not going to have the same view or education as a Latin from outside of Rome.

But before that MacArthur had the Japanese accept a constitution that he had written and instituted reforms that the Japanese were powerless at the time to resist. We had leveled the infrastructure.

The initial point of his argument and the whole point really is that these European powers have brought this problem on themselves because of overseas empire and its administration.

I haven't quite worked out that dynamic happening here. I have worked with and around many many Hispanics and they are hardworking people that like America. My experience has been the same with Cubans. I don't know much about the Central America people coming in.
