I think it was all just one big misunderstanding. A gun accidentally discharged and Paddock couldn't get cell reception because he uses Sprint causing him to buy several sprint cell phones.

They also have those ranges in the Vegas area where you can go shoot fully automatic weapons out in the desert.

Even though you could chalk it up to his brother being shocked at the situation (and rightfully so) he just seemed way off when he was being interviewed the morning after. He kept saying things like “My brother did things. He worked. It’s in the public record.” Then the sushi story came up and made the situation even stranger. And there’s still no clear explanation for how Paddock allegedly had all of his money for property investments.
