This would be wildly irresponsible.
If there is one thing we know about this country, it's that political tides sway back and fourth. We can be certain that the Dems will have control again at some point in the future, and I don't want to see what they do with this rule in place.

HALF-MEASURED RECONCILIATION BILLS.
Of course they're not going to come to an agreement on Obamacare Lite when they all want a full new bill that completely repeals and replaces.

How the frick would you know? They haven't presented one because it's a waste of time.
Seriously think, why would the Reps spend days or weeks in committee debating and negotiating a full new bill to come to consensus on only to pass it in the House and then have it be shut down by filibuster in the Senate?
Why would they waste that time?
Rand Paul, Ted Cruz, Tom Price, and even others have full new bill proposals done and sitting on their desks collecting dust.
But why in the world would they waste time when it's a 100% certain act of futility to do so?
Of course they can't come to agreement on half-measured Reconciliation bills that don't actually repeal or replace Obamacare.

Collins of maine-r and walker mass-r and a couple of other gops now and then were able to demand changes to aca to get to 60.
WV, MN and Mass were without senators in chamber for first year obama.
57 or 58 required gop participation.
Reid did not reduce 60 to 51 to get aca done.
