That isn't true.
If a fleeing subject becomes a reasonable threat to officers or the general public, then LEO are obligated to neutralize the threat.
Here, even if we give the offender the ultimate benefit of the doubt and assumed she was just fleeing and not intending to injure, her reckless and illegal actions are placing officers and others in harms way.

How about the poor choice of illegal aliens to enter the country? How about the poor choice of the left and media to deride law enforcement?
