The issue with Project Freedom is how risk averse these companies have become. Even a ~5% risk of Iran blowing a commercial ship out of the water is not an acceptable risk.

We're not going to do that. Refinery and Bridge Day came and went. Nothing happened. We already burned that card. Can't play it again.

If there was a large meteor heading for the US, Trump's meteor diversion program would be unpopular with those same folks. The democrats would withhold funding for meteor diversion. Judge Boasberg would hand down an injunction against all meteor diversion activities. Tom Friedman at the New York Times would admit that he was rooting for the meteor because he didn't want Trump to get credit for saving the country.
