Iran is telling the world: "We are the ones who decide when to negotiate, and our conditions (complete lifting of sanctions, withdrawal of bases, and compensation for damages) are the only way forward." This is the power of sovereignty; a negotiator backed by the battlefield will not concede an inch of land or a single right.
