The email states it applies to citizens as well, not just current employees. Did he send an email to retired members as well in 2020?

Dude...I can't remember every freaking e-mail he sent out. I just remember receiving training as well as e-mails concerning political protest while in uniform to include open contempt for the Commander-in-Chief and other high ranking government officials.
I serve in the United States military and thus am under the overall command of the President of the United States. The president happens to be someone I am politically opposed to. However, be that as it may, when I am wearing the uniform I treat him and the orders he gives me with respect, so long as they are valid and lawful ones.
I miss Trump, I don't like Biden, but I am not going to bad mouth or slander him. In fact...I had a talk today with my sailors this morning at quarters about that very thing. I told them that emotions are running high right now but to watch what they say on social media because people are watching.

Going home to Louisiana next week. Taking the firearms I've been stashing with my family and moving them closer to home where I may need them. I have a few here. Just want to feel a little more beefed up if necessary and things fall apart suddenly.

I agree, those are pretty common during election cycles. However, I have personally never seen civilians specifically called out and threatened with losing their job. That’s a new one for me.

Captain Noles works for Admiral Copley, who works for DNI, who works for POTUS. Just because he sent out the e-mail doesn’t necessarily means he supports it 100%. We serve in the Armed Forces and obey the orders of our superiors even if we don’t necessarily agree with them.

Reading the full message again, my response to the ONI's Chief of Staff would be very simple:
"With all due respect, you are deliberately misrepresenting both Article 88 and DoD Directive 1344.10.
Article 88 reads as follows: Any commissioned officer who uses contemptuous words against the President, the Vice President, Congress, the Secretary of Defense, the Secretary of a military department, the Secretary of Homeland Security, or the Governor or legislature of any State, Commonwealth, or possession in which he is on duty or present shall be punished as a court-martial may direct.
Note that this does NOT protect individual Senators or Congressional Representatives that are not in the district/state of the servicemember's home of record or duty station.
For example, I can tell Nancy Pelosi to frick off but not Marilyn Strickland. I can say Chuck Schumer is Woody Allen if he was a sick pedophile but I can't say the same about Maria Cantwell.
Legitimate criticism is not CONTEMPTUOUS just because your feelings got hurt and you can't accept being told that you messed up and how you messed up. Furthermore, you cannot show me in Article 88 where any cabinet officials besides the Secretary of Defense, the Service Secretaries or the Secretary of Homeland Security (which only applies in the case of the Coast Guard) are named in the Article.
Furthermore, it is unreasonable to assume that criticizing an officer for doing something which brings dishonor and shame onto the service is a violation of Article 89.
I would direct your attention to Larrabee vs. Braithwaite, which, while under appeal, establishes that retirees cannot be court martialed for actions done after retirement.
In regards to your attempt to use DoD Directive 1344.10 as a weapon against civilian employees, that directive solely applies to political campaigns.
Under your stupid threat, current Senators and Congressional Representatives that are retired military would be prosecuted for criticizing the administration.
YOUR THREATS CONSTITUTE VIOLATIONS OF ARTICLE 95 AS THEY REPRESENT ATTEMPTS TO PUNISH ELECTED OFFICIALS."
