Crime rates will fall to near zero because of this. Not due to the lack of police but because of the lack of arrests and people reporting crimes.

What's the point?
That's going to be nothing but a two-block, wypiop-free "culture" zone. It'll be the NYC version of CHAZ/CHOP, and the end result will be more deadly and catastrophic.
