Sounds like he is talking about something similar to a foster care system. He mentioned 4.3 billion dollars and putting it into the pockets of struggling New Yorkers. I'm guessing residents would apply/volunteer to house the illegals. These morons are setting people up for a lot of bad shite to happen. I think they should make this mandatory for all Citizens Class 3 and below (Class 1 & 2 Citizens will be exempt of course)
They need to hurry before it gets too hot in NYC because Global Warming
I think at least 4 people per spare room in each residence (not just limited to spare bedrooms), just think of what a wonderful culture of diversity and inclusion this will foster
