I have never understood these types of arguments. Hirono is so stupid she can barely do one thing but I'm pretty sure that the Senate, as a whole, can do more than one thing at a time.

Because it's a CONSTITUTIONAL RIGHT.
As in...IN THE CONSTITUTION.
While such rights are not absolute, you have to have a damned good reason to restrict it, and the restriction should be narrowly tailored (strict scrutiny). If you don't have this, even though the Legislature does it, IT IS UNCONSTITUTIONAL.
