The state banning the federal government from this is so blatantly against the Constitution, via primarily Article VI Clause 2, that the non-biologist on the Supreme Court couldn't have even justified siding with New York.
New York knew it was dead before the ink dried. But as usual they placated to the base with useless laws and wasted time and resources.
