If you LEO neighbor starts breaking into your other neighbors houses without a warrant, they might have reason to be looking over their shoulders during the off-duty time.
If a LEO in a tyranny is ordered to do stuff he would ordinarily do, he has a moral decision to make in executing that order - but if the citizenry is armed, he has mortal survival decisions to weigh as well.
