It’s probably a USB charger for something like a digital camera, wireless headphones, etc.

I had 4 chargers on my last trip, including two different android chargers. I don't always take all my chargers out whenever I travel, so I might have a charger for a device that I don't have on me. Especially since I'm moving towards the Type C connector now.
I'm not saying that's what happened, but I know I've done it many times.

People keep saying this, but no one explains why, name one thing he did that would take more than one person? The plan was anything but complicated, the logistics involved were no different than a average vacation. Any of the 60 something year old guys I know given the necessary money could do every thing this guy did in a week, two weeks if you want to include target practice.

As others have mentioned I have found chargers and other random items in hotel room before.
I travel a lot like the shooter apparently did and my luggage stays semi-packed all the time. I have a second set of toiletries along with all manner of things like tape, band-aids, pen knife etc that I have had to run out to Walmart or a CVS for on the road. I even have an extra quartz watch in my bags since I once had one of my mechanical watches break on a trip, being without a watch drives me nuts. By the same token I keep an extra charger for my phone and often when I get a new phone the old one stays in my bags until I happen onto it in one of the seldom used pockets and take it out. My point is my luggage would present all sorts of WTF moments for investigators trying to make everything make sense.

Yes, they said there were trajectory numbers and drawings so that he could be more accurate.

One thing I keep seeing for motive (in the article too) is that he was obsessed with October. How in the hell is that a motive? People are obsessed with many things.

The phone charger thing has been accounted for. There was nothing to it. How about the room service receipts for two--has this been discounted as well? They are now reaching out too all hookers as he frequented them supposedly.

And I bet you back then and bring them with every time you travel, right? Not saying this second charger is conclusive of anything, but that right there is just not great logicaling.
