How many people have you ever met that spent their refund checks well? Having been doing taxes for almost 20 years, I can tell you that most americans are not psychologically capable of spending "found money" with any type of responsibility.
We should just lower taxes and withholding. People are much smarter about their money when they get to keep $200 more out of each paycheck compared to getting a $5,200 refund.
