He is not completely wrong:

Typical AR round - .223 velocity is about 3200fps

Typical Handgun round* - 38 Special Velocity about 940fps


* of course there are faster handgun rounds, but it's still 2.5x faster than a 9mm.

The people who will read it and take it seriously are likely very ignorant on the topic and they’ll assume MSNBC would only give them critical information. They’ll tell their buddy about it and they’ll get real worked up about these unbelievable bullet speeds that are used only in war zones and school hallways. That will become a foundation for their ill-informed opinion that guns are to blame for all of America’s problems.

It isn't the most popular, but plenty of people have a 38 snubby. Still, the guy is an idiot if he thinks bullet velocity has much to do with the situation. The fast/accurate shooter wins every time.
