You’re right, Walgreens doesn’t have to bring up race. It’s obvious to any observer and mentioning it is unnecessary.
But racial politics is the ultimate cause of this.
There are people of all colors who shoplift, and let’s set aside any of the abundant statistics that show which race has a higher propensity to shoplift.
No, that’s not the immediate point. It’s the Democrats and the bigotry of soft racism, to resurrect an older term, which propagates the problem.
If you virtue signal and over-empathize with those who commit criminal behavior, even to the point of decriminalizing so-called petty crimes, and defunding police departments, and electing Soros-DA’s and Judges, you will get a tsunami of shoplifting and you will get Walgreens closing up shop, and you will get urban decline of all sorts, and you will see ghettos grow, and you will see violent crimes increase, etc, etc.
It all flows like a river from overly simplistic and overly emotional toxic empathy, fueled by white guilt and Marxist activism, and endorsed by the Democrat party for cheap votes and invitations to swanky leftist parties and pedo islands.

I agree they should say that. But they're afraid the press will spin it into racism.
Plus, there are lots of leftists who don't see loss of money as an excuse. They hate capitalism. They think Walmart should remain open and continue to lose millions because they have a moral obligation to the community.

There can be multiple reasons and it varies from community to community.
Generally, it's that many of the leaders are grifters who are willing to say whatever they need to in order to get paid. Claiming racism is easy and it brings in attention and donations.
Another big one is that crime has become so rampant that they are scared shitless to go to the police due to the very strong possibility of retribution (this also dovetails into inherent distrust of the police).
The question isn't so much "why don't they" but rather "what can be done to get them to the point of doing so".
