"These grants will ensure that everyone can access the supports they need to find and secure safe, stable housing," Flanagan said of the 'Minnesotans facing homelessness' grants.
How does shoving heroin up your arse aid in stable housing?
This is Kamala-level word-salading.

Pretty much the only thing I can think of is biological contamination.
Many homeless areas are already unclean and unsanitary.
It's not like they actively throw waste products in trash cans.
Now let's add all these used booty kits laying around in the streets and alleys, all of which have fecal matter on them.
I mean... It looks like Walz is taking a "more dead homeless population opens housing opportunities" kind of approach.

The meals could have been provided at one of the many Learing Centers.

They didn't spend $100m on that it was a part of the budget.
Way to focus on the important details.
The issue is that these grants are intentionally vague and given to sketchy entities with zero integrity and no oversight, so there is no way to know how much they spent on any particular service.
The idea that you would try to proclaim how much was spent on something by fricking non-profits in Minnesota is moronic. You don't know. They don't know. No one knows.

Not even $1m was spent on this.
Why was even $1 spent on it? Why on earth was it even in the budget at all?

Why should I want to save a heroin addict from ODing?

Isn’t this the preferred method when the government gives anything to the taxpayers?
