Sen. Mike Lee (R-UT) introduced legislation Thursday that would allow private entities to stop drug cartel smuggling and violence.

Specifies that cartels or conspirators subject to letters of marque and reprisal must be responsible for an act of aggression against the United States.

Requires the President to call for the posting of a security bond to ensure that the letter is executed according to its terms and conditions prior to issuing any letter of marque and reprisal.



I am sure there are some former operators out there that wouldn't mind forming a group to do this but it also seems really stupid and dangerous without the full resources of the US military or funding from a wealthy backer.

I imagine the Cajun Navy or the like would form a "security flotilla". That would make for an interesting reality show.

Those former operators you mention have likely carried out operations in which they were on their own and without support of the US military as part of SOG(special operation group), so the US would have deniability.
This would be nothing new for them

Article I, Section 8, Clause 11: Congress may "declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water".

We haven't done it since the early 19th Century, but the hundreds of letters issues by the Continental Congress were intrinsic in disrupting British shipping and support, their efforts FAR surpassing those of the nascent continental navy.

I like the initiative, but prepare to see piles of bodies if people start trying to take on Cartels without military backing.

Those guys can fight and know no bounds.
