The right thing for him to do is go behind the scene and talk to the Congresswomen to see if they care; if not, let him use the women’s restroom. If so, tell him it’s a no-go and let him use a private restroom.
If the tranny escalates the issue then pronounce him a man and move on, but then MJ would have the high ground.

The right thing to do would be for him to look puzzled and ask why this is an issue considering McBride is a man and they have appropriate restrooms for congressmen.
To be followed up with "look I'm not really the guy who dictates the bathroom policies in the building, but I suspect it's typically frowned upon to have male congressmen use the women's room."

This is a real easy fix. Nothing anywhere says that bathrooms have to be based on "gender" or anything like that. So, instead of saying "Men's" restroom and "Women's" restroom, just change it to "Biological Men's Restroom" and "Biological Women's Restroom". Same thing for sports. Change the categories to make these unhinged lunatics stfu. (Or, you could just refuse to play their "nomenclature games" and tell them to frick off.)
