Members of a Texas militia were present at the Texas State Capitol today

Kicking off the legislative session.
I wonder whether these citizens would have been permitted to exercise such freedom today at the Capitol in Washington DC?
Amendment II United States Constitution
"A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed."
"All laws which are repugnant to the Constitution are null and void."

The United States Constitution is the supreme law of the land.
