I found her original letter to editor in the Harvard Crimson. It's still online at the Harvard site here: LINK

It seems she was responding to a debate that several writers were having over The Bell Curve, which was a book released by Murray and Herrnstein at about that time (1994). The book claims there are racial differences in IQ with blacks at the bottom, whites in the middle and east-asians on top. They provided copious references to many studies to back this up. The book split the academic world with many prominent people arguing in favor of the book with other professors sharply criticizing it. Either way, no one doubts the authors did fine research with tons of scientific studies referenced. It's up to the reader to digest the studies and come to one's own conclusion.

It seems this didn't sit well with Clarke, so she brought out her own afrocentric scientists to rebut it. Unfortunately she provided zero references, except mentioning that Dr. Richard King fellow, who a quick google search proves is a total loon. For example he wrote a book called "Melanin: A Key to Freedom". Here is what the Amazon description says of that book:
