A) The guy holding the sign is probably not the owner or manager, who are very likely able to speak English.
B) The guy holding the sign doesn't NEED to speak English. Just hold up the sign. Basic concept you see in a LOT of situations where the native language is not English. Just like having an English menu. Just allows pointing to be the method of "talking" between two people who don't speak the same language.
It amazes me how many people on here think this is fake just because they can't imagine it happening. It may very well be fake, but it absolutely seems like something that could easily be real. I've seen more blatant stuff than this in Asia.
Asians don't give a frick about political correctness. McDonald's corporate will shut this down, but a local franchise owner will be less quick to do it, and a manager even less.
As for using the sign and it being in English there are a lot of people here who have never traveled in places where English is not commonly spoken.

The whole thing smells weird. It doesn't read like a sign to post on the door implying "Black people keep out".
The page seems to be instructing restaurant employees about a government policy. It is likely in translated English just to be photographed to go out on the web. If so, that McDonalds employee is pretty brave to stand in the picture... he might disappear.
