What's the Coulter rule? This is a community festival held each year in the town's historic district. Bounce castles for kids, house tours in the historic district, etc.

Coulter rule, roughly, is that the longer between the incident being reported and a description of the suspect, the more likely the suspect is to be a minority.

Oh, well this happened about an hour and a half ago. I haven't heard anything on suspects yet, but I did see that police are searching for suspects. Plural. Shooters are at large, sounds like.
