Because Susan Collins asked him to. The Trump administration went along with it because: 1) they need her to win in the Senate (she sucks but is much better than the alternative) and 2) they need confirmations of an AG and Director of National Intelligence.
Also, they agreed to suspension of "non-urgent vehicle stops" until further training is conducted. It's mostly bullshite and they're not giving up much.
It's politics. That's how shite gets done. You can be mad at Trump but he has to play the hand he was dealt. You should be mad at the Republicans in Congress.
