IMO they just made that up as the reason they weren't taking action (cops are no strangers to lying). I think they just didn't want to have to tie up 3-4 officers for an hour or more to take multiple statements and potentially drag the guy out of the concert while the event was still hapenning.
I'd say it's 50/50 whether they really intended to follow up and investigate the incident later or whether they hoped it would just go away and they wouldn't have to bother.
