Here is the exemption form that LSU itself has. Scroll to the bottom to see conditions of exemption.
Covid isn't listed on there at this time BUT if the others are able to be exempt from, then this should be as well.

It will eventually pay out for Covid vaccine injuries if any meet the criteria. Pretty much all vaccines have a tiny amount of cases with compensable injury. That doesn't mean the vaccines aren't safe.
Nothing is 100% safe with no risks.

If an outbreak happens on campus, we’re virtual in a heartbeat so this is probably irrelevant

Because slamming the developers with massive injury awards causes them to stop developing and producing vaccines. It has already happened with the DPT vaccine back in the 80's which gave rise to the program.
