And now it heads to voters. Which, I guess includes non-citizens. 
This is them trying to retroactively legalize illegal electioneering they have already committed. And, if my suspicions are correct, have started two separate warehouse fires to destroy the evidence of.

So, once a vote would entail a federal election like for President, how would it be distinguished that these illegals can vote for local, but not federal?

there is nothing to stop it. there is no method to authenticate the vote and once its cast, its counted.
