Arrest them for Obstruction of Justice (18 U.S.C. § 1505) and Impeding a Federal Officer (18 U.S.C. § 111). The first carries a maximum penalty of 5 years in prison and a fine of up to $250,000 while the 2nd carries a penalty of up to 3 years in prison and a $5,000 fine for simple interference (that goes up to 8 years if the protesters get physical, 20 years if a protester uses a weapon or bodily injury of an agent occurs).
This would need to go before a judge who isn't soft on crime though.
