Depending on the make there is a lock that holds the motor in the trimmed up position (out of the water) and I'd say there was more likely dumbass Secret Service agents than sabotaged.
As much as I despise jugears I'm willing to bet on ignorance this time.

Right. The motor was probably resting on the tilt locking lever and SS did not know that they had to raise the motor slightly first to unlock the lever...

I bought mine used and 5 months into having it had to replace the piston In the Starboard engine because the previous owner either ran up on a sandbar or never flushed the engine with fresh water. That piston prevented it from raising up all the way to drain seawater when transporting but atleast it wasn’t dragging on the asphalt
