Let's start by saying that this assault does not SEEM like a misdemeanor for a number of reasons and should have been handled as (at a minimum) as a potential felony, especially as to the oldest perp. But let's look at MOST misdemeanors.
The system makes a bit of sense from a cost/efficiency perspective, even if not as hardcore "law and order" as many might prefer. Most folks will appear in court on a summons. Not all, but most. So, the PD saves the cost of arresting, booking, etcetera if the perp is just handled when he appears a the courthouse. Those who do NOT appear, will be issued a "failure to appear" warrant. Maybe it is served immediately and maybe it just sits in the system for the next time the perp interacts with LEO. 99% of the time, they will eventually get him, at much lower cost.
2. Juveniles.
In the NYC system, apparently, the LEOs contact the parent(s) and release the kid(s) to the parent(s). Lots of victims do not want to put juveniles in jail, especially pre-adjudication. Their system appears to be intended to sort-out those cases where the victim does not want to pursue cases against juveniles, like Klotz. Again, probably efficient ... even if not as hardcore "law and order" as many might prefer.
3. Bartiromo
If true, THIS is the troublesome scenario. Is it true? Unknown at this point. That is why it is important to sort the facts and determine which of the three is actually accurate.

Any of the three are fricked up.
If you look closely, they're all the same reason: the criminal justice system there is not doing its job when it comes to prosecuting violent youth. For decades we've worked with the understanding that kids make mistakes and those mistakes shouldn't follow them into adulthood, the problem is that it was never caveated with "if they change their ways". More and more kids are simply not changing their ways as they get older (likely because they are also not getting disciplined at home) so that behavior escalates in more and more cases.
These areas now fret and fuss over kids being violent yet they refuse to look at changing their approach.

New York seems to draw the line between misdemeanor and felony assault based upon the severity of the injury. If the assault causes mere "bodily injury" it is a misdemeanor, and if it causes "serious bodily injury" it is a felony. Apparently, the notion is that the injury did not rise to the level of being "serious."
These perps lit the older man's hair with a joint. I don't know if you have ever tried to light hair on fire, but it is not easy without an accelerant, and it usually does not STAY lit without an accelerant. (I know this primarily from branding cattle, BTW. Despite the EXTREME heat of a branding iron, the hair seldom catches fire.)
If they had used an accelerant, I suspect it would have been treated as a felony.

These thugs committed a terrorist act, period.
Their actions leading up to the assault/attempted murder were done to cause fear and terror to those around them.

Past time to conceal carry and defend yourself - shoot to kill. Only way this shite stops.
And time for massive groups of vigilantes to take over the inner cities. Armed groups of 25 might do the trick. Start with 4 groups of 25 in the Quarter and Warehouse District. The add 4 more groups of 25 to the Garden, Lower garden and Irish Channels.
Sure some Baws from the Northshore would be glad to help solve the problem.

It's impossible to have cops in every car of every train. This goes back to the old saying, "when seconds matter, the cops are minutes away." It's not a dig at cops, it's simply a statement on the reality of why pushing reliance on government for protection in more and more mundane aspects of life is a losing philosophy.

I think it’s more than just that. I don’t think people are meant to live on top of each like that. Living in a major city like that your life consists of only a few thing. Your job and making money, going to clubs or plays and eating out.
They have no interacting with nature hardly at all, and walking through a park is not nature. Kids down here where we live hunt, fish, go surfing, there is just so much more to do that expands who you are as a person!

They're not. There were sociological experiments done that showed what happens when were densely congregated. The interesting thing sprawl was less damaging that density.

One thing that hasn't been mentioned, but the big picture problem is that the reason the cops were so passive about this violent attack on both the elderly man and tbe weather guy is that these type attacks happen way too many times.
The cops probably think since no one was murdered, all is well.
Another problem is that there was no other civilian interaction to try to stop it, because this Administration does not condone trying to let civilians settle problems like this attack. Probably feel as is they'd be vilified instead of honored for helping out
