REMEMBER, the delegates at the Convention represented the STATES. They were selected and SENT by the State governments.
What are the chances that those men would have given the President unilateral power to pardon ANYONE that he wanted to pardon from prosecution by the STATES for violation of STATE law?

Constitutional SUPREMACY is what Levin is arguing as the basis for Trump being able to PARDON HIMSELF from the prosecutorial misconduct and inconsistent application of LOCAL and STATE laws. That's why I say it makes sense.
What's your argument AGAINST the SUPREMACY Clause of the Constitution, since we both use the Constitution as our guide. Do you have one? Let's hear that.

Well the way the democrats would handle this situation would be:
Get IRS involved, full audits of the individual, plus their entire family and any friend they have spoken to in the last 10 years.
Get the DOJ involved to look for anything that could possibly be illegal. If nothing found get someone to write a report (or dossier) and then leak that report to the DOJ\FBI and let them use that as an excuse to investigate.
I could go on but even you know where I am going with this.

I am amused that you really seem to believe that you just said something intelligent.
The Supremacy Clause is utterly irrelevant to the question of whether a POTUS can issue a pardon for a state-level offense. If lawyers had our own little comedy clubs, your post is the sort of thing that we would expect to hear on the main stage, accompanied by unanimous and uproarious laughter.

There's no line item veto to surgically remove specific funding. He would have to veto all funding for everything.
