Both of Clinton's appointed SGs (Elders, Satcher) were black.
Obama had a black female (Benjamin) and a British-born dude of Indian (dot, not feather) ancestry (Murthy).
Adams is the fifth permanent/confirmed black surgeon general (and that's 5 of the last 6).

BTW, I never heard the surgeon General say "Black, Latino & other people of color"... He said "especially for people of color". That's it. She embellished it which is FAKE NEWS.

The Surgeon General, while a Black man, has a White wife and he's worked in two Republican administrations. So, while he would be a great role model to all Americans and especially Black Americans he is hated for the aforementioned reasons.
