I don't see that quote in the article you linked.
I see references to taking back land, absolutely. This was from october 2022, so they were already in the midst of a war where they will likely obtain some land they once had.

Up until this point Europe raped us on trade. The trade imbalance was ungodly. And we still provided their protection. That scenario existed for years. Were you ok with that?
I have a hard time seeing an American taxpayer being ok with and knowing that we pay for their defense and they spend their money on social welfare for their citizens. How does.that benefit the American taxpayer?
It might benefit one industry: the MIC who in turn rewards the.politicians with massive donations, positions .on their boards, and/or lobbying jobs to continue the same policy. It is a corrupt system. What other American industry has benefited from that policy as far as trade with the EU? Not Auto, not Ag etc. etc.

The German-designed, EU-made IRIS air-to-air / surface-to-air missile is very effective against anything the Russians are using against Ukrainian cities now and is doing the job. They are ten times cheaper than the Patriot missiles and don't require US approval to employ.
Unit cost per missile (IRIS-T) is €400,000. (~US$473080), compared to Patriot missile costs of $4 to $7 million each.
But Russian drone and missile production is increasing and the Chinese are supplying them with components. As these drones are far cheaper than even IRIS missiles, the Russians will have the advantage with their terror campaign.
Therefore, the Russian drone and missile manufacturing sites must be hit. Is IRIS the answer? Probably not, but it is part of the answer. In regards to surface-to-surface applications, IRIS is designed to do this job as well. The only problem is range. Originally designed as an air-to-air weapon, the maximum range (for the T varient) is 100km. Not nearly long enough to be employed against the Shahed drone and cruise missile manufacturing facilities in places like Tatarstan. But if Ukraine is going to win this war, these facilities have to be taken out.
So... if the Germans designed and produced the IRIS missiles and the Taurus cruise missiles, and they're not going to give Taurus missiles to Ukraine, they certainly can give the Ukrainians all the assistance they need to produce a long range missile themselves. Built by Ukraine with technical and financial assistance from Germany, these missiles would change everything in this war.
Last May we had this announcement -

This is clearly what Merz is talking about, the Long Neptune. But more range is needed still for Tatarstan. It is 1600km from Ukraine to the Alabuga Special Economic Zone near Yelubuga. Also in the same area is the Kazan Helicopter manufacuring facility and the KamAZ truck plant, the biggest employer in Tatarstan. This target area is the gold mine of Ukrainian planning and could go a long way to curtailing the Russian terror attacks and even ending this war.
