A Kyrgyz government decree outlines plans to implement a tracking system to ensure foreigners adhere to migration rules. Those who violate length-of-stay requirements will be barred from returning for a set period, as determined by the number of days a citizen of a given country can stay in Kyrgyzstan visa-free. Russians can travel to Kyrgyzstan for up to 90 days during a 180-day period without a visa.
Kazakhstan, meanwhile, is introducing a visitor fee for foreigners. Officials began testing the digital system in late August, under which would-be visitors must obtain a permit costing about 3,900 tenge (about $8.50) to enter the country. The new system is slated to go into effect in phases throughout November and early December, covering entries by air, land, rail and sea.
Under the current framework, according to published reports, travelers must apply for a visitor’s permit at least 72 hours in advance of arrival. Kazakh authorities insist that the permit system is not a de facto visa regime; nevertheless, the 72-hour-in-advance requirement in theory gives authorities time to review applications and potentially deny the issuance of a permit.
It is uncertain whether all foreign nationals enjoying visa-free privileges currently will be subject to the Kazakh entry fee. The government has not yet finalized the framework.
Central Asian states were inundated with Russian migrants in the days and months following Russia’s unprovoked invasion of Ukraine in 2022, causing a spike in GDP growth, but also high inflation rates that hit the local population hard.
Rumors are now swirling in Moscow that Russian leader Vladimir Putin will order a general mobilization following parliamentary elections in late September to augment the troop-starved Russian army fighting in Ukraine. Russian forces in Ukraine have been losing over 1,000 troops a day while making negligible territorial gains in recent months.
Putin has called the mobilization scuttlebutt “nonsense.”
Since the rumors started to circulate, Central Asian states have started to experience a rising tide of Russian visitors. Kazakhstan, for example, has reported in recent months a significant increase in real estate purchases and investments by Russians looking for a safe place to park assets and themselves ahead of the expected military mobilization. Armenia has reported a similar trend.
The measures imposed by Kazakhstan and Kyrgyzstan may be designed in part to minimize the impact of another migration shock caused by Russians seeking to evade being thrown into a meatgrinder. At the same time, the measures also can be seen as an effort to assuage Kremlin concerns that Central Asian states will serve as a safe haven for press-gang escapees.
The barriers imposed by Kazakhstan and Kyrgyzstan so far would not appear to be insurmountable for those who would effectively be Russian refugees.

But yes most here would agree that if things continue as they are Russia could achieve a victory in 10 to 15 years.

Despite what some think Putin is not mad or stupid but backed into a barely stable corner. The plan his generals came up with and the quick timeline of the action blew up about as soon as it started. He knows that anything but some kind of victory leads to his his demise. Won't sell papers but that's where he's at.

In the spring of 2023 I visited Kazakhstan and there were an estimated 2-3 million Russians of draft age hiding out there. Our local guide was a primarily Russian speaker (it's the language of the government and education). She kept talking about how many Russians were everywhere we went. The language difference is pretty easy for a local. And it wasn't just Kazakhstan. Russians were everywhere, I got to tell a Russian in Hong Kong to go frick himself after an initially pleasant conversation went off the rails. After 4+ years the Russians know what the survival rate is at the front. The prisons are largely empty now and all the peasants and foreign dupes have largely been vacuumed up. This round of conscription is dangerous as hell for Putin.

How much did low-altitude incendiary bombing of Japan's urban centers help the Americans win the war? The Japs didn't give up the fight until they took two A-bomb hits.
