Ukrainian drones strike major Russian oil refinery in Leningrad Oblast, governor says

Ukrainian drones attacked the Kirishi oil refinery in Russia's Leningrad Oblast overnight on Sept. 14, regional Governor Alexander Drozdenko said.
The Kirishi refinery is one of the largest in Russia and has a processing capacity of over 17 million tons of oil per year.
Russian air defense intercepted three drones in the Kirishi area, Drozdenko claimed. Wreckage from a downed drone crashed on the site of the refinery, igniting a fire.
The fire has since been extinguished and there were no casualties, Drozdenko said.
Video footage and photos from local residents published by the Russian opposition news channel Astra appear to show a large blast and flames rising from the Kirishi refinery after the attack.
The Kyiv Independent could not verify these reports at the time of publication.
The Kirishi refinery, also known as Kirishinefteorgsintez or KINEF, is one of Russia's top two oil refineries by volume, along with the Ryazan Oil Refinery. A subsidiary of Surgutneftegaz, the facility refines about 17.7 million metric tons per year (355,000 barrels per day) of Russian crude, amounting to 6.4% of the country's total.
The refinery is located over 800 kilometers (497 miles) from the Ukrainian border.

Ammunition exploded during railway transport near Kalynivka in Kyiv region, forcing an emergency evacuation of passengers from the Kharkiv–Przemysl train. The blast damaged the overhead line, halting rail traffic and delaying multiple trains. No casualties have been reported.

The oil refinery is the main supplier of oil products for St Petersburg, Leningrad, Novgorod and Pskov regions of Russia.

Zelensky: strikes on Russia’s oil industry most effective sanctions
The most effective sanctions, which act the fastest, are strikes on Russia’s oil industry, significantly limiting the war.
Ukrainian President Volodymyr Zelensky said this in his evening address, according to Ukrinform.
“I want to especially thank all our warriors today who are inflicting truly significant losses on Russia. Losses at the front. Losses along the border. Losses on Russia’s own territory thanks to our long-range strikes. The most effective sanctions – the ones that work the fastest – are the fires at Russia’s oil refineries, its terminals, oil depots. We have significantly restricted Russia’s oil industry, and this significantly restricts the war,” the President said.
He emphasized that Russia’s war is essentially fueled by oil, gas, and other energy resources.
Zelensky also thanked the special forces of the Security Service of Ukraine (SSU) for a recent high-precision strike on Russia’s largest oil terminal on the Baltic Sea in Primorsk. “There is substantial damage; everything has been verified. And this is tangible for the enemy,” he added.
He further noted that the special forces also keeping an eye on the port of Ust-Luga and other Russian points of access to the world market. SSU drones are now capable of operating at ranges exceeding 1,000 kilometers.
“The Special Operations Forces, the Unmanned Systems Forces, the Foreign Intelligence Service, and the Defense Intelligence are also involved. I thank them all for their accuracy. When there is a result, we praise the result,” Zelensky stressed.
As reported, overnight on September 12, SSU drones struck Russia’s largest oil port in Primorsk on the Baltic Sea, the final point of the Baltic Pipeline System.

In September 2025, days after the conservative commentator Charlie Kirk was fatally shot during an event at a Utah university, a claim circulated that investigators found bullet cartridges engraved with expressions of "transgender and anti-fascist ideology." The claim circulated after The Wall Street Journal reported that a bulletin making this claim allegedly circulated within the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
